COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – April 16, 2014


NEXT MEETING: MAY 28, 2014
PLEASE NOTE THE CPC MEETINGS ARE NOW HELD ON THE 4TH WEDNESDAY OF EACH MONTH.

CPC Meeting began at 7:05pm

Members Present:  Laura FitzGerald-Kemmett, Bob Sears, Allan Clemons, Joe Gamache, Kenny Mitchell, John Kemmett and Patty Norton

Absent:  Bob Overholtzer

New Appointee Announced:  Tom Hickey, At-Large

Guests:  Paul Nicol, Phil Clemons, Members of the First Congregational Church in Hanson (R. Cox, D. Easter, L. Scott. S. Salas and P. Clemons)

Approval of Previous meeting Minutes:
Approval granted for March 2014 minutes – John Kemmett (1st), Bob Sears (2nd); unanimous (7-0) with edit to Katherine Roth’s name spelling correction to be made by Clerk.


CHAIRMAN’S REPORT:  

Finances:
Laura received the bill from the Massachusetts Community Preservation Coalition for dues of $875.00.  Motion was previously made on 2/19/14 to pay this bill; a copy was placed in the Town accountant's inbox.

NEW BUSINESS:

First Congregational Church in Hanson – Pre-Application – Robert Cox
Robert Cox, Chairman of the Trustees and other members of the First Congressional Church in Hanson presented the committee with a pre-application for fund assistance in the refurbishing sanctuary of the church.  Patty Norton (1st) and Allan Clemons (2nd); unanimous (7-0) voted to accept the pre-application.  Discussions took place as to the historical registration of the church and process of going forward with the CPC application.

Hanson Food Pantry – Pre-Application - Paul Nicol
Further talk amongst the committee members and Paul Nicol in regards to the Hanson Food Pantry pre-application for fire alarms costs was discussed.  Based on strict Secretary of Standards for CPA MA funding, it was determined that the building may not be 100% historical and thus would be difficult to be approved by CPC, Paul Nicol withdrew his proposal.  The committee applauded all the work Paul Nicol and his team of volunteers has done so far with the Hanson Food Pantry and Laura promised to assist in writing a letter to the Hanson Express in support of this initiative and perhaps get funding/donations for the project.  John Kemmett (1st), Patty Norton (2nd); unanimous (7-0) motioned to approve such letter to the Hanson Express and ensured that the Selectman and Finance Committee would receive a copy.

Robinson Field Proposal by Mr. O'Brien
No update to report at this time.

Town Forest/Outdoor Recreation Area
No update to report at this time.

High School Project – Kenny Mitchell/Mr. Rogers
No update to report at this time.


Camp Kiwanee-North End Cabin Repair and Restoration Pre-Application – Jim Flanagan
Laura still will research and e-mail Jim Flanagan and Patty mentioned that Jim Flanagan has sent out 3-4 bids for the job and is awaiting a response.


OLD BUSINESS:

Bonney House update:   
Allan and Laura will contact Merry regarding finances for the beam repair.

Poor Meadow Brook/Stone Property:
Phil Clemons gave an update to the status of Stone Property – he received three bids for the work needed and met with the Town Administrator who suggested that CPC meet to discuss the lowest bid.  Laura stated that she would speak directly to Mr. San Angelo about the bid and get back to Mr. Clemons on the issue.   Patty Norton (1st), John Kemmett (2nd); unanimous (7-0)

MISCELLANEOUS:

  • Bob Sears and Laura FitzGerald Kemmett recommended that members go to the Bridgewater Senior Center Regional CPC meeting held on May 1st.
  • Bob Sears (1st) and Patty Norton (2nd); unanimous (7-0) agreed that the monthly CPC meetings will be held on the fourth Wednesday night of each month instead of the third.  Therefore, the next CPC meeting will be held on May 28th.

BOOKMARK FOR MAY’S MEETING:

  • CPC Application review
  • Budget for Town Meeting
  • Town Meeting requirements/preparation discussions will take place in May.
